This package is part of the BEA/Weblogic application server. You might
inquire with them about whether it is for sale separately
(http://weblogic.beasys.com), but anyone who just sends it to you is probably
violating a license agreement.
For an open source alternative, you might want to look at the Element
Construction Set (ECS), available through the Java Apache Project
(http://java.apache.org).
