I have been running IIS and Web Sphere for some time and do remember that
there were some issues like that. The same hapened with Apache (well since
it is practically same product :-)...

I found at the time that it isn't due to IIS but combination with Inter Dev,
FrontPage, SLQ-7 etc... I stopped using IIS so I am not troubled with that
sort of problems any more.

Anyway if you can afford it, maybe the clean installation of system and
software will help ... There must be easier way to solve it but "it doesn't
start" is pretty general descriptin so I believe it can be either
misconfiguration or conflict. Assuming that all configuration files are in
order it is more possible to be the later.

However you should check your config files and make sure server reads them
propperly...
