There are many options. Most of them are free
for the purposes of learning or have a GNU licence attached.

Arachnophilia.
One thing to keep in mind are the number of custom
API's that come with a package. They tend to "pollute" the IDE and reduce
the transportablility of the code. That's why I suggested
Arachnophilia. It's a decent free code editor but lacks a Graphic User
Interface. Visual age is the best of the free, it's IBM. I use
JBuilder due to the fact it is written in pure Java, Allows for multiple JDK
development and it's faily clean.
