This question is really off-topic.
Please look for an other newsgroup or mailing list.

The easiest way is to download the apache Webserver
(www.apache.org) and a PERL interpreter (perform a
simple query on a search engine and you'll find one
rightaway). I installed this half a year ago. It was
so easy to configure (only half an hour of work),
that I forgot how I did it. And since I'm with
vacation, I don't feel the need to look it up,
right now.

Anyway: you're better off using Servlets.
Read all about it in the archives;
search for Servlets vs. CGI.
