It's not.  Where this restriction usually comes from is CGI.  Since the URL
is passed to the CGI in an environment variable, and some OS's limit the
length of their environment variables (some as small as 128 characters), the
common practice is to limit GET requests to 255 characters to avoid these
problems.  I don't believe that Servlets present this problem (at least it's
not an inherent limitation of either the http spec or the servlet spec).
