Sounds more like a hardware problem.  I ran both configurations on a Dual
Pentium-II 333 with 256MB ram.  The WinNT 4.0sp5 running JWS upgraded to
1.1.3 on JDK 1.1.8 completely blew away RedHat Linux 5.2 running
Apache/JServ on Blackdown JDK 1.1.6.
