If this is the exact code from your actual servlet .java sourcecode-files,
then you need to correct
        out.println("ACCTION=http://localhost:8081/servlet/servlet18>");
because there is one c too many in the word action. The absence of quotes
(right now, you have <action=...> instead of <action="...">) around the
value of the action attribute should not matter but it might, I'm not 100 %
sure. In any case you definitely need to correct your code to:
        out.println("ACTION=http://localhost:8081/servlet/servlet18>");
but if it still does not work I'd choose to put in quotes as well.
