Ok, a better getLastModified() (forgetting about the deprecating biz for now).
First agree on the problem...
Problem: Avoid reprocessing a HTTP GET request (at least as much as possible of
it) when the Content of the HTTP Response hasn't changed.
Geoff, is this the correct problem?
Next step: solutions....
