the jswdk/tomcat implemenation details mirror that of
jdk 1.2 java.net.JarURLConnection class ... but we don't
require a jdk 1.2 jre. static or dynamic requests are
mapped to URLConnection InputStreams. the current
implementation has a bit more fleshing out (eg list dirs,
caching, javac) but it is doable to run a web application
out of a singular war file.
