Well, this is all part of the standard newsgroup creation process.  I
don't recall the whole process, but there is a discussion period first
(called a "RFD" -- Request For Discussion), where a newsgroup charter
is written and posted for comments, and then sometime after that the
voting begins (called a "CFV" -- Call For Votes).  All throughout the
process, notices are posted in news.groups (and perhaps one or two
other news.* newsgroups) and any other newsgroups and/or mailing lists
of interest.  In this case, that would be some/all of the existing
comp.lang.java.* newsgroups, and this list (and perhaps some others).
In fact, Preston did post these things to this list (maybe you weren't
on it then).

So, if you want to monitor prospective new newsgroups, you can check
out news.groups (in fact, every so often there is a posting there
about the status of new newsgroups).  And very likely, information
about any prospective new newsgroups related to mailing lists you're
already on will be posted to those mailing lists.

As I said, we can take this all up in another six months :-)
(actually, the announcement I saw about the group vote failing was
about a month old, so only five months :-).
