hi bas -

for servlet 2.2 compliant servers this information is managed
    in WEB-INF/web.xml (see http://java.sun.com/products/servlet/2.2).
the tomcat@jakarta (akin to jswdk) supports servlet 2.2 features.

before servlet 2.2 servlet configuration varied from system to system
and as such you should consult the appropriate docs. if your using
jswdk 1.0.x you should be able to set initialization arguments in
WEB-INF/servlet.properties and are available via the ServletConfig
    getInitParameter and getInitParameterNames methods.

    hope this helps,

- james
