2 things,

1. Why not join the jserv-interest group?  It's a bit more in line with
your question.
2. Are you running Windows 95?
If so, your default DOS window doesn't have enough enviroment space,
open a DOS prompt directory, and edit it's properties to expand the
amount of env. space, then try starting the server from there.

If this doesn't help, check the webserver.xml config file.
