There is a section in the setup docs that discuss this. Run this batch file in a DOS window. You may also need to adjust the memory allowed for this batch file. If you will navigate to the directory that has this batch file in it, right click on the startserver.bat file and click on properties, there will be a tab that says "Memory".
I clicked the down arrow on the second column and adjusted the size from auto to 2048. This created a shortcut to startserver.bat and when I double click on the short cut, it worked. no more error.....
