The answer is the same as you heard last time.  The *only* rules a
servlet engine has to obey are those in the Servlet API specification,
which you can download from the page you referenced above (version 2.2
is the new one and should be the basis for any new development; most
current engines implement version 2.1).  No other specifications that
are relevant.

You might also want to look at the source code of an existing servlet
engine, such as Apache JServ (http://java.apache.org) or Jakarta Tomcat
(http://jakarta.apache.org), which you can download for free.
