Yes, but you should be aware that some popular servlet engines are
implemented as separate processes anyway, incurring a significant
performance penalty versus in-process implementations. If performance is a
concern for your project, make sure your servlet engine is based on an
in-process implementation.
Two servlet engines for Windows that run in-process are:
ServletExec 2.2 (IIS and Netscape Enterprise)
