A refresh/reload normally uses the same method of the original request (as
per spec) EXCEPT in older versions of Internet Explorer (3.0 and below, I
believe).  [Just in case anyone still cares :-)].

You cannot control what method is used when a person uses the
refresh/reload button, but the method that is used is the same method that
was used to get to the page in the first place, so if the person got to
that page with a POST, then when they click on the reload/refresh button,
they will call that page with another POST method, and the browser will
normally ask if they want to POST with the same information.  So in a way
you can control what method is used when a user clicks on the
refresh/reload button by how the user gets their in the first place, but
other than that no you cannot.
