The cookies RFC specifies that this is how cookies should work.
That's RFC2109.
The servlet spec discusses cookies to an extent.
Lastly, a lot of my information comes from implementing the API with
GNU-Paperclips and of being "around" the authors of other
implementations, eg: JServ, Jakarta and others. The source of all
those is available on the net.
