Last I checked FreeMarker's license was LGPL which allows it to
be used as a class library (or extension in Java 2 parlance) free
of charge regardless of whether you're writing proprietary or free software.

I am not the author of FreeMarker but I did use it successfully on
a few projects and was very happy with both the performance and the way it
implements MVC via static adapter classes. There was an extensive discussion
of FreeMarker vs WebMacro and template frameworks in general in the early
stages of this list; it's all in the archives.
