If you are
talking about ActiveX, you might look at Jintegra.
If you are
talking about a DLL from a C++ then you might have to roll-your-own.
I don't use JV++ but IBM's VisualAge for Java has a plug-in Smart
Feature that creates a java wrapper around DLLs. I haven't used this
feature yet, so I can not answer questions.
I believe you can download VAJ for free, but whether the feature is
include in the download version; I don't know.
BTW, this is off-topic for SERVLET-INTEREST E-list. You might
want to direct a question like this somewhere else.
