Click on the "clear cache" button. You'll find it hidden in what both
main browsers call a preferences menu.

Seriously though... to my knowledge there is no way of doing this.
And there shouldn't be either!
In all the talk about webapplications and so on it's important to
remember that the browser is the user's environment - they should
decide when the cache is cleared or the history wiped - not you the
programmer.
Please try and remember the original intentions of the web and
balance them with the new application design techniques when you are
writing you apps.
