Firstly consider using a free source code servlet engine, such as
Tomcat or GNU-Paperclips.

That depends on what you are doing.

Personally I prefer to use *just* a servlet engine - that is use the
servlet engine's enclosed webserver to serve files.

I think that it makes life simpler (but I'm sure that many people
disagree with me).

The Apache-Jserv and Jakarta projects are servlet engines which can
either be run with Apache doing the file serving or stand alone.

There are many others.

If you check the documentation and read through the archives (as you
should always do before posting) you would discover that.
