Not too sure about URL rewriting...

a HTML <FORM> tag can have an ENCTYPE attribute, which can only take two
possible values, one of which is multipart/form-data.  This allows you
to use the INPUT TYPE=file to upload files to the web server.  Look at a
HTML ref for the specifics..
