Start in the HttpServletResponse.addCookie (in the Servlets 2.2 JavaDoc)
and go from there, basically it's:
Cookie cookie = new Cookie (name, value);
response.addCookie(cookie);
And options to set various params of the cookie (maxage, domain, etc...)
