is there an encoding function that will allow us to pass request sensitive
characters like # and & safely. in one case our url contains # as part of
the filename but the request fails because it sees the # as an anchor
character. in another case we have data containing & and it views this & as
a separation between parameters, cutting off our data prematurely. any idea
would help. thanks
