this document you mention doesn't have more details than what you mentioned.
We worked to set it up on win 98 this weekend and weren't successful in
getting the JSPengine to take... servlets will run though... any ideas?
we tried defining java_home in the tomcat.bat file, we changed the
classpaths to point to jakarta-tomcat folder and we tried to set tomcat-home
as a seperate line in the autoexec.bat. but to no avail.
any help would be greatly appreciated.

Change directory to "tomcat" and set a new environment variable
(TOMCAT_HOME) to point to the root directory of your Tomcat hierarchy.
On Win32 you should type:
"set TOMCAT_HOME=foo\tomcat"
On UNIX you should type:
for bash/sh "TOMCAT_HOME=foo/tomcat ; export TOMCAT_HOME"
for tcsh "setenv TOMCAT_HOME foo/tomcat"
