 Short, reasonably polite messages indicating that a subject
is off topic are completely appropriate, and in fact helpful
to everyone involved (including the original poster!)

 For example, the message you are complaining about contained
a suggestion to check the archives, along with a pointer to
the archives. The archives contain several excellent answers to
the poster's question, as well as the answers to the user's
next 10 questions. Everyone benefits.

 It can seem harsh to refuse to answer off-topic and repetitive
posts. For an excellent explantation of why it's necessary,
please check the archives for Craig McClanahan's excellent
explanation of the problem.
