Yes,  .properties file should be in a correct directory. Otherwise,
ResourceBundle will lose its target!

I am not familiar with Tomcat. But in JRun environment, you

EITHER
put your .properties file(s) under "classes"
directory on which your particular application's class/classes/class sub
directory/class sub directories are sitting

OR
you put those .properties file somewhere else but you need to modify JRun
application server administration file in order to let JRun know such change. I
think the latter techneque is not so frequently used.  I guess Tomcat has a
similar policy on this issue.
