I think there either two things wrong ... 127.0.0.0 is not an address for a
localhost I think it has to be 127.0.0.1 ? I could be wrong.. or you are
pointing the localhost in the Apache-Tomcat installation to the wrong
localhost ?

I could be completely wrong though ...but my ten cents
