According to the docs:
"As of Java(tm) Servlet API 2.1 for security reasons, with no replacement. This
interface will be removed in a future version of this API."

You may therefore want to reconsider your approach.. For example if you are
using Tomcat, you can set context-wide variables in web.xml. (And if you are
not using Tomcat, you may want to start using it..! ;-))
