I understand that "on every visit" is not a practical
solution, but, just for background, does it work? How
about your "work offline" setting? (Sounds like not
but perhaps worth checking)
When using other methods to access the same URLs,
does it work as expected? Or do you still have the
problem with caching? Are you going through a proxy,
or are you directly connected to the sites?
Are you setting the pragma/cache-control/etc as
headers, or as META tags?

The references are from a message to the http-wg list,
and evidently refer to MS Support doc numbers. I haven't
checked them out personally
If the above turns out to be useful, would you mind
reporting your results back to the list? Cache control
issues wrt to IE seem to crop up alot.
