 Tomcat documentation is terrible, but to be fair,
the site does have the information that you need if
you work at it a little.

 The official tomcat site:

 Has a link for mailing lists. You need to ask your
question on the "tomcat-users" list. Or better yet,
search the tomcat-users archives (there are search
links for all the mailing lists) using terms like
"reload" and "reloadable"

 You also need to give more details, like what OS
and what version of Tomcat, and what JDK, etc, etc.

 Here's a hint: you might want to check out the
server.xml file <Context> entry, and a property
called "reloadable"
