Yes and No

Oracle's latest version of their Application Server (Oracle 9i Application Server) is 
build with Apache and therefore supports Apache Jserv servlet engine.  You still need 
to use JDBC to communicate with the database.

This is identical to using the standard Apache Web server with Apache Jserv and jdbc 
drivers.


There is however, an Oracle Servlet Engine(OSE) build in the latest release of the 
Oracle Database (Oracle 8i v8.1.7).  The OSE is a web server running inside the 
database that supports JSP, servlets, and Java Stored Procedures.

As for a plug-in or add-on for IIS or Apache - I don't think there is.
