I added the following to my classpath, and it works fine from DOS:

.;d:\jdk2;d:\JavaWebServer2.0\classes

Under \jdk2 is javax\servlet

(I unbundled the servlet.jar file, so \servlet\ contains classes
and \httpd and \jsp subdirectories.
