Since other people seem to think that tomcat does do reloading --
probably because it is working fine for them -- did it ever occur to
you that something is wrong with the way you have things set up?
I think the most common problem that causes a servlet container (not
just tomcat) to not reload servlets is when the servlet classes are on
the classpath. So, make sure that is not the case -- i.e. make sure
your servlets are not on the classpath, and they are only in the
designated place for servlets.
Also, are you talking about the servlet classes themselves, or some
auxiliary ones that they use? Because the auxiliary ones won't always
be reloaded.
