Because it's difficult to provide a generic solution. See the
difficulties javamail has supportitng multiparts. It gets messy when
you try to cover all the bases.
The addition of filtters to the servlet API will mean that the
onerous parts of supporting multipart are lessened.
Filters will be able to offer plugin multipart functionality of
whatever kind you need. I expect that a whole bunch of different
multipart filters will be developed and you'll be able to pick and
choose the sort of functionality that you want.
