If you have the driver JDBC of Sybase you can :
1) go to http://www.americancoders.com/ for api xBaseJ JAVA about DBF base
2) write with that a tool which convert your DBF base into your sybase base
.
I did that for:
DBF <==> DB2
DBF <==> ACCESS
DBF <==> MySql
And it works well ..
But I think xBaseJ is not free ..
