I'd suggest checking news.announce.newgroups and news.groups.  I
believe the latter is where such discussion is supposed to take
place.  And a lot of it has already taken place.  Don't know how
familiar you are with the newsgroup creation process, but (for the
major hierarchies -- "The Big Eight", I think they're called) first
there's a RFD ("Request For Discussion") or two where such things are
discussed, and only after things have been hashed out sufficiently is
a CFV ("Call For Votes") sent out.  I believe the proponent (the
person proposing the group addition/changes) posted here about the RFD
some time back.  (This is a rough overview of the newsgroup creation
process, I might not have it 100% accurate.)  I'm not sure, it might
be too late to start new discussion about it.

You can use google to check the archives of news.groups.  (They have
the entire former Dejanews archive up now, and it's great!).  I
suggest using their Advanced Groups Search page at:

http://groups.google.com/advanced_group_search

Looks like the RFD was out in March and April of this year.

FWIW, I don't see the two things you mention as issues.  First, there
are plenty of cases where a mailing list overlaps with a newsgroup.
Second, moderation, high volume, and off-topic, basic questions aren't
as important for newsgroups because the whole dynamic is different --
the audience, how you read them, the expectations, etc.  For example,
you won't have all the messages coming to your mailbox, and you can
pick and choose which ones to read, at your leisure.
