Can't you do what many sites with pdf files do? The put a message on the page
saying that before you download the pdf file, you must have a pdf viewer. They
also provide a link to Adobe so the user can download and install acrobat.
Thus, it is the user's responsibility to download the correct viewer software.
My online brokerage does the same thing. I can get encrypted trade
confirmations, but it is my responsibility to download and install the correct
viewer software.
