Objet : directory path under web-inf

If I wanted to read a file from the myConfigurationDirectory directory how
can I get it's path?

String path = ?;
File myfile = new File(path + "myFile.xml");

I know there's a way because I've seen it done but forgot the exact means.

WEB-INF
    + classes
    + lib
    + myConfigDirectory
           + myFile.xml
    web.xml

Thanks.
