This should work:
<textarea name="comments" cols="30" rows="5"><%=comments%></textarea>

Subject: repopulate textarea
In a previous discussion I asked for help in repopulating forms. I was
missing the quotes.
There must be something more that you have to do for the textarea to
repopulate. (The information is definitely in
the database.) This input type="text" are repopulated but the textareas are
blank.
Does anyone know the solution for this?
ie.
This works: <input type="text" name="name size="50" value='<%= name %>'>
This does not work:<textarea name="comments" cols="30" rows="5" value='<%=
comments%>'></textarea>
