It's more than strange.

Yes. But there is no program to do parsing of anything.
What parsing do you mean? It's only possible to write a parser for a
language we know and understand. English, for example, is a bit beyond
reason. No parser has been written for Venusian yet either. Or panda.

What is it exactly you want to parse?
In a way all computer programs are parsers of one sort or another.
Transforming state by modiying or examining data.
Check out turing machines which represent computer programs in this
way.
