My question is whether the servlet or JSP is required to call flushBuffer
when it's
done producing all of the output. I occasionally don't see my JSP output
appear, but my
debug trace says that it finished writing all of it (though it never called
flushBuffer), so
I'm wondering whether the servlet container is relying on finalization to
close the output stream rather than explicitly taking care of that detail.

I'm not sure I understand what you are asking. res.flushBuffer() forces
any content in the buffer to be written to the client, allowing the client
to begin receiving the content immediately. It appears from your question
that you are asking how NOT to have a client receive content.
