Sun has provided a pretty nice utility for "compiling" .war files (and .jar
and .ear files, as well as automating the writing of web.xml and setting up
the web app) called "deploytool."  You can find it on Sun's website in the
J2EE section.  You can configure it for team development, too, using CVS.
