even in windows is it possible to configure the server.xml (or any other)
file to ensure that the output goes somewhere else rather than the command
window??

I think that can also depend on how you start Tomcat. Staring tomcat 3.2.2
on windows for example spawns a new command window, and stderr and stdout go
there.
