Well, netbeans has some JSP support - its not
great but its OK (the java support is excellent, the html suppport less
so). Netbeans is free. Alternatively if you have a bit of money try Macromedia
Ultradev - bascially Dreamweaver with added support for ASP/JSP etc. Personally
I only really use Tags when doing JSP's, so my requirements for JSP support
itself are minimal - Dreamweaver copes fine with me using custom tags, and by developing the pages in dreamweaver I can make
sure that web developers can take my pages, and edit them themselves using
dreamweaer without screwing my tags up....
