1. server.xml->reloadable=true.
2. Disable this line->#warpper.classpath=@JSDK_class@ in tomcat.properties.
(Note: Do not include the classes or .jar files from WEB-INF diretories for
which you want to enable automatic servlet reloading in the CLASSPATH of the
shell that start Tomcat.

First, why did you carry all the message baggage with your post that has

Second, change the value of your <reload> tag in your server.properties
files to "true."
Third, this has been asked about a hundred time on this list and a search of
the archives would have turned up dozens of references.
