sorry guys for taking your time
at last i found out that there is a bug with handling the traditional
chinese characters(big5) in jdk 1.3
it took me a few days to realize this
anyway if someone had the same experience , "is there any workaround other
than giving up servlets and switching to ASP or something else?"
