Try ServletExec 4.1:

It's currently the only commercial servlet/JSP engine that supports the
final Servlet 2.3 and JSP 1.2 specs (as far as I know, it's the only other
servlet/JSP engine, in addition to Tomcat 4.0, that implements the latest
final specs).
