1) Buy a good book.. Corejava series (horstman/cornell) imho is great.
2) Go through the book as if you want to teach someone else.
3) Find something you enjoy..ie (Graphical Apps...applets....Web 
programming..multithreading)
4) for web programming I founf Marty Hall Book a good starter. www.coreservlets.com

4) Experiment with it...ie get some service provider which offers jsp/servlet 
programming and try stuff.
5) Fill a need....(local soccer leagues application)
6) Let everybody know about it.
