In my opinion VAJAVA is the best tool to debug.It contains a test environment called 'WebSphere test environment' but don't worry there is no need for any application server.
VAJAVA is free for entry edition no time limits but you have class limits and for the purpose of testing it is more than enough.It's debugging is simply superb just like any professional debugger.
